Arkansas State is implenting ACT's WorkKeys assessment statewide. The certificate has three levels (Gold, Silver, and Bronze). It reminded me of UK's National Vocational Qualification (NVQ). However, the skills that Arkansas State is measuring are three: reading for information, applied mathematics, and locating information.
